Zoning by-laws regulate land use to ensure compatibility between developments. A rezoning application may be required if:
Rezoning is passed through a by-law by City Council. Since zoning implements the Official Plan, a rezoning application must conform to the Official Plan. If not, an Official Plan amendment may be necessary.
Zoning by-laws regulate land development and use in the Sudbury East Planning Area. These by-laws cover aspects such as permitted land use, building locations, height, parking spaces, driveways, decks, and sheds. However, the by-laws cannot predict all situations, so the Committee of Adjustment may grant minor variances. These changes maintain the general intent of the Official Plan and Zoning By-law while addressing specific development needs.

The creation of several lots requires the approval of a Plan of Subdivision. Applicants must pay a fee to the Sudbury East Planning Board to obtain comments on subdivision applications.
Part Lot Control under the Planning Act regulates the transfer or sale of parts of lots or blocks within a registered plan of subdivision. The Sudbury East Planning Board uses this provision to prevent further division of lots or blocks within a subdivision after registration.
A ‘deeming by-law’ removes lots or blocks from a registered plan of subdivision, provided the plan has been registered for more than eight years. The effect is to merge two or more lots into one legally conveyable parcel. Deeming by-laws are typically used to consolidate lots from old subdivisions that no longer meet current zoning standards.
A certificate of validation is used to validate or correct a prior registered document such as a transfer of land or mortgage that breached the Planning Act as the required approvals under the Planning Act were received. Validation of title is not used to create new lots.
